CHANGES FOR 2007: -An under 40ft. boat category is included in the mandatory entry fee. Boat lengths are requested on each entry form and will be determined by the manufacturers stated length. The winning boat will be determined by the largest qualifying blue marlin weighed in by a boat 40 ft. and under. In the event no qualifying blue marlin is weighed, the boat 40 ft. and under with the most release points will receive the prize." -National Marine Fisheries Service has implemented a circle hook rule beginning January 1, 2007. All anglers fishing from HMS permitted vessels and participating in billfish tournaments are required to use only non-offset circle hooks when deploying natural bait or natural bait/artificial lures. This requirement allows billfish tournament anglers to use J-hooks on artificial lures only. The North Carolina Division of Marine Fisheries is currently negotiating an amendment to this rule but no decision has been made at this date. -The North Carolina Division of Marine Fisheries will require a recreational fishing license for anyone participating in fishing aboard a vessel. This includes a license for the captain, the mate and the anglers. These individual licenses can be purchased on a 10-day, annual or lifetime basis. http://www.ncfisheries.net/recreational/NCCRFL.htm or 252-726-7021. -The release rules have been amended to address species identification as follows: ?In the event a Boat Designates on the ?Release Form? a release as a Blue Marlin, and the captain, mate and angler or others as deemed necessary by tournament officials, is unable to successfully pass a polygraph as to the same, the Boat shall be penalized 400 points under the ?Release Category?. No points shall be awarded for the ?fish? in any category. Further the Boat shall be penalized 400 points from the weight of the largest Blue Marlin weighed in by the Boat.? Please be sure to renew your HMS permit which expires on May 31, 2007 along with obtaining the new North Carolina Recreational Fishing license for each member of the participating fishing team.
