The ramp you are talking about is a public boat launch and there are no restrictions on out-of-state vehicles. There is a better public ramp, however, (double concrete ramp, easier to launch and tie up, and more parking available) located in Galilee, RI. Take the same exit off of Rt. 1, but take a right at the four-way stoplight onto Rt 108 South. Follow that road until you see the signs for Galilee and Pt. Judith. Take a right onto the Escape Road and follow it to the end. Take a right at the intersection and the boat launch and parking area will be on your right.

The only problem with this ramp is that you will have to pass under the road bridge to get to open water, so if you have a tower on your boat, you might not be able to get under the bridge. I've launched my 24' WA there several times with no worries. I don't have a tower, but I've got a radar arch and dome that makes it under the bridge with no problems. And I've seen some pretty big boats launching from that ramp as well. I don't have my chart in front of me right now to check the clearance, but I seem to remember it was around 14' at mean high tide.
