State statue allows the use of tongs for the recreational taking of shellfish from approved recreational areas. BUT- each town has the final decision on what method they will allow. So no easy answer, you've got to call the town you want to clam in and ask.

Here's the stats:
Implements to take shellfish, such as rakes or tongs, must have openings or spacing between the teeth or prongs of one (1") inch or greater.
