NY regulations

I just went to the following web site that is about four months old: Saltwater Fishing Regulations - NYS Dept. of Environmental Conservation Is NY not going to have a recreational Fluke season or am I reading this wrong? Then I clicked on the link to NY Commercial Regulations and copied:

Summer flounder All year 14" TL A trip limit set by the department in consultation with the commercial fishing industry, consistent with the requirements of the Interstate Fishery Management Plan for Summer Flounder. The Department, in its discretion, may establish a weekly limit authorizing holders of commercial summer flounder permits to possess and land up to a specified amount of summer flounder in a seven day period.

And most form members thought that Connecticut was lopsided, what a bad deal recreational anglers are getting in New York!
Can anyone imagine the commercial fishing industry stating that "maybe we should hold off a bit while the stocks rebuild".
