Hi,

NY State Senator Schumer has released a statement saying that the Senates version gives the Ciommissions till 2013 to accomplish the goal of 204 million lb of fluke. Now will the House of Rep do something before they close their session tonight. If not then the new House of Rep. will have to wait till the next session convenes with all the elected Democrats.

At least that was some good news. I will be attending the meetings in NY City this Monday and will report back if anything is new.

Hi,

I did attend the ASMFC meeting in NYC yesterday. Stood for 3 hours as it was standing room only. Rep Palone from NJ gave a very good speech to all. He challanged the ASMFC not to be coerced (my word) by other commissions and to do what is right as Congress went to great lengths to have MSA re worded at the 24th hour.

Bottom line looks like after the President signs the bill the tolat allocation will be 17 million # of fluke for the east coast next year. This year we were given 23 million # with reduced seasons and they are already saying NJ, NY, RI and another State are over quota which means a further reduced quota for 2007. Stay tuned as this is far from over.

So with a 26% reduction in quota, won't that equate to a more than equivalent increase @ the market?

The problem I have with this ridiculous quota system is that as long as the comms can make up the difference at the register ($$ per pound) then they really don't care. Shorter season for them, same $$$. It's the rec guy that gets pooched, hands down.

Since price fixing will never occur and we are a supply and demand based economy (or at least "they" would like us to think so), we may be doomed. Hell, I NEVER buy anything I can catch from the market, but most non-fisher folk do.

To me, this whole thing stinks of corrupt fishery practices and the fact that they are governed and run by the commercial industry.

Time to go writing more letters...

Hi,

My feeling at the mtg was that the NMFS was shoving the 12 million down our, recs and comms, throats. It is very frustrating attending those meetings and everytime I return I swear I will never go again.

The comms are getting it just like us. There was a scenario that if the ASMFC raised the quota to 19 million, I believe, the NMFS was going to shut down the EEZ to fluking and that would have put the comms out of business.

I wish I had a crystal ball so I could tell you and me what each groups agenda is. The commissions that is and also who or what drives them.

A person speaking for a comm group told them they would sue the commission under certain circumstances. By and large the speakers for the recs and comms made interesting and good points.

Since Congress passed the bill I bet the natiopnal envoronmentalists are very upset and I was surprised they did not have a rep speaking at the meeting.

Is the reg for 17 or 12 million (as your prior post states 17). Not that is makes a difference, just curious, and it staggers the $$$ increase significantly.

I understand the comms are in the same boat (no pun intended), and I can understand their issues.

I am just rather pissed off (as I know you and many others are as well) that the Fluke fishery continues to be DECIMATED by the commercial industry, yet Joe Rec is getting punished for their complete and utter indiscretion. Hell, Fluke fishing is a MAJOR focus of many every summer, and the thought that I either A) may not have it at all, or B) need my whole family of 4 to make it anywhere near worthwhile is insane.

Last spring just before memorial day I watched 12 draggers lined up one just outsied the other's path going back and forth from just in front of watch hill to just before the harbor of refuge The did this all day from 30' of water out to 70' I didn't do squat on fluke in this region all year Gee I wonder why

Hey, I heard of many 16# Fluke taken from that area this past season!

Oh wait.....that's right, that was the DRAGGERS that were catching the 16#ers......

Actually, that is true above, my friend's father welds on a lot of the draggers (sidework) and gets us the reports from them....apparently there WERE some nice sized fluke in there.....

But it sure is easy to catch a 16# Fluke when you present it no other option than to get slung in a huge raging net

I understand the commercial guys have to feed their families, but if they keep using that as an excuse for decimating an entire specie of fish and leaving nothing for the future for THEMSELVES or us little piddly Recs.....then there will be NO fishery left at all......and I'm not talking about just Fluke.

Happy New Year,

Sorry it took so long to get back to you. Here is how I understood the process.

1. NMFS was adamant about 12 million and would not budge.

2. ASMFC did not push for something better than 17 million. Sure seemed like the NMFS intimidated them.

3. If the President signs the new MS bill, NMFS said they would state that summer fluke were not being "over fished" and ok ASMFC to sign off on 17 million. Interesting I have not heard if the President signed the new Bill.

Assuming that we get a total of 17 million the rumor mill in NYS has us at 1 fluke per day over 19" and a limited season. They also say NY was 30% over it's quota. That impacts the 2007 regs for NYS.

Can you picture anglers paying $50 or more to go on a full day pb? How about the rec who owns a boat, buys bait, fuel and all the other goodies? I guess we have to have more children, take them fishing so we can bring more fluke home. Yeah, right!

Like I said, all rumors. Just have to wait to see how this plays out. This season may be shorter than last season for many of us pb capts/mates. Don't think I will give up the launch job at the YC just yet. Actually it is a great job.
