In the State's proposal, they are going to have charters get a license for the boat. Then fill out logs and the patrons will not have to have a license.
My understanding is this will NOT meet the MS ( Magnuson Stevens act ) criteria as they (the federal goverment), want all saltwater fisherman "registered".
So my way of thinking it should be one way or the other. Either all get licenses or if boat licenses were given out, it should be to all boats rec and comm. Again this would not meet criteria.
The state if basing this proposal on lots of ifs and whens and nothing concrete...i.e. reciprocity with other states.
Another concern is why now? The federal registry is set to begin 2011 not 2008. And the straw that broke the camel's back for me, is the charging seniors. Where most cultures revere the elderly, Connecticut looks for a way to get some money out of them.
Obviously I feel very strongly about this fiasco as it seems neither very well thought out and nothing is completed i.e. reciprocity, meeting ms criteria.
It's all "we think, we feel that..."
Big propaganda FAQ on the dep site about it but really doesn't answer, specifically, above mentioned points in the proposal.

Don't want to sway anyone but VOTE NO!!!!!

If this passes and you want to fish Connecticut water, seeing Mass. won't have a license, you'll be required to get an Out of State CT license. $30 cha ching!

Please sign it and email the link to anyone you know who would be interested. I support the registry concept but this bill as it is currently worded leaves to many unanswered questions and needs much more public input and dicussion.

Well thats another issue. I fish NY and RI alot in my boat. like alot of the other guys do.so down the road Looks like I will need 3.

Well, It Will Work For The charter Guys This Way......
Read The Permit, It States That Any Anglers On The Charter/party Boat, Will Be Covered For Any Fishing License While On That Vessel.
So At This Point Pat, If We Go Under Any First Bridge, You Would Normally Need A Fishing License(ie: Q-bridge I Think Is The Demarc Line In New Haven) So The Patrons Are Covered Under The Charter Party Boat Permit...so...i Would Think That To Protect Us A Bit I Should Not Sign It.....it Gives Charter Guys, That Are Always Struggling To Make A Tiny Profit, A Little Protection, Our Permiot Right Now Gives No Advantages Except For Scup..big Deal!
