To answer myself. The above didn't work. I tried it this morning the wire twists all right but it makes lazy wraps around both wires - like a coat hanger.

What did work was putting one end of a length of wire in a vise then making a loop at the free end with round nose pliers. Then with the tag end at 90 degrees from standing wire rotating the standing wire by twisting the loop with the round nose pliers whilst holding and guideing the tag end wire. Albeit it was soft copper wire, I'll try rigging wire tonight. The wraps look just like the ones Hal posted, above. I don't know how they get the wraps inside of the cone thingy, yet, Further, I don't know what torsional strain wrapping like this does to the main through wire. I supose since they wrap both ends one could wrap the nose end clockwise and the tail wrap counter clockwise this might 'undo' the torsional strain.

If you made a loop at both ends and then through the belly hole reached up in and twisted with a pair of heavy needle nose pliers you could make a lure look like it didn't have a twist? BUt it would be hard to do.
