CT Marine License (2009)

Once again the bill did not make it to the floor to be voted on (just like last year). The new wrinkle is that everyone is going to have to register on the federal registry next year (all the states without a license). It is supposed to be "free" until 2011 but we will see. My hunch is that CT and NY will have bills that make it through the political process before we give "our" money to the feds instead of the state. Jack

thanks for posting Jack. Following some of the legislation over the last month and waiting to see if they'd even mention this, I'm not surprised. It really seems to be below the bottom of their priority list and it will never bring in enough money for them to worry about.
It's amazing what is a high priority to some is not even thought about by most up their in Hartford.
I'll be curious to see what the fed "fee" will be in 2011.

Marine License Follow up

I think the federal fee will be around $30.00 (I need to confirm that). I also don't think that they have exemptions for the "for hire fleet" (the point being if you don't have a state program and you have a charter or party boat the people that come on board are supposed to have a federal "registration") - I need to confirm that as well but I think I'm correct.

As for the DEP and the legislature I had a few discussions with DEP staff and the overall sentiment was that in the big picture, fisheries issues pale in comparison to other issues (budget, crime, etc.). Since I don't think we have many anglers (if any) that are on the state legislature we have a real problem with the legislature paying any attention to fisheries issues.

What will be interesting is if the COs will have to enforce federal registration requirements.

I have a DEP meeting in June and I will have some more answers then.

Interesting. $30.00 as I've heard it would be $11. dollars.
As far as for hire boats, even if state tries it would not meet the
fed requirements unless everyone that fishes is registered.
It will be interesting but as mentioned fisheries is WAY down the priority list here.

Update - federal level seeking comment

NOAA issued a press release today containing information about the developing Marine Recreational Marine Program and the Saltwater Anglers Registry which will affect anyone fishing recreationally in federal waters (3-200 miles offshore) or by those who may catch anadromous species such as striped bass, salmon, and shad beginning in 2009.

NOAA Fisheries is seeking public comment on the proposed rule through August 11, 2008. Comments should refer to identifier: RIN 0648-AW10.
