Saltwater License Proposal

Can anyone shed some light on this new saltwater license proposal?
There is a thread on ctf with a scanned copy of fees. I searched the
DEP and find no mention of it anywhere, including "new proposal" section.
Where/how/when will everyone get some information regarding this?

I haven't been over to CTF to check it out yet but to my understanding a saltwater license would actually help alot of the problems we have with limits and such. At this point I am not for or against but I would be nice to let the powers that be see how many people use the resource that is being regulated. Debate at this point would be interesting. Would it be a no-no to post a link?

There is just dribs/drabs for information at this point.
One: thorn in my side, and I HAVE been in favor of SWL, is charging seniors who up to this point ALWAYS got a free license, after paying the state all their lives.
State seems to have the "GREEDY" thing going!
Two: Enforcing NY, RI boats/fishermen to have out of state license while in CT waters. How's that gonna happen?
Three: NO information on the DEP website for the public........ = smells fishy to me. If they weren't ready to put the information up for the public, then nothing should be out anywhere!!!
Four: No mention of minimum age requirement. Will it be the same as FWL? Who knows...
The way the state is handling this, at this point, is to say the least UNIMPRESSIVE!

If I am not mistaken, the SWL issue is not at the state level, rather at the federal level. A state level SWL would be inane, and completely unenforceable.

To me, I really do not care either way. I'll but a SWL, if that's what I have to do to fish legally. The debate on this topic is hot, however, I think it is closer that we may believe.

I'm curious what the EnCon view is, from what they know of this SWL proposal. Is it state level? If so, how would that be managed/enforced by the DEP? I realize it is theoretically no different than enforcing inland water licensing, but the state level cross over in the marine environment is a completely different dynamic.

If there is a state license that will take the place of a federal license.
Accepted by the feds. If no state license, then a fed license would be required is my read on this.
Too many questions at this point and no information is available from the state yet.

I've corresponded with DEP and they sent me some info and then the pages posted above.
Remember at this point, it's a proposal, though I'm not sure how responsive they'll be to changes.
I'm still in favor of granting seniors a freebee license. Something in this country about not honoring the elderly bothers me.
I would think it's because the babyboomers may soon enter the senior role and they would lose a considerable amount of $$$$.
On a favorable note, I'd be curious to see if poachers, who are caught and get a slap on the wrist in the courts, can have their license revoked.

The federal "license" would be a fishing registry to determine how many saltwater anglers there are, from what I've read. Hopefully neither the feds or the state will start using "magic math" and deciding how much is caught based on the number of licenses issued.

States would recognize each other's licenses (not cast in stone as far as I can see), so there are still many things to clear up....
