... and Sea Turtle Control Device Requirement Proposed Rule Please find the attached notice and proposed rule to authorize green-stick and harpoon gears in Atlantic tuna fisheries and require a sea turtle control device in pelagic and bottom longline fisheries. The proposed rule and draft environmental assessment can be found on the breaking news section of the HMS Management Divisions webpage at: http://www.nmfs.noaa.gov/sfa/hms/breaking_news.htm

I am requesting anglers support these issues. First of all allowing the use of Harpoon Gear on a "Non Hire Trip" will allow the charter boat in NE who would like to have a pulpit go out on a day off and try to find a few fish to stick. He may get lucky and get a few during the season and will only do so if they are seen in the area with high fuel costs. I don't see them going out looking day after day if nothing is in the area and going broke. The fish they do harvest will help with the allocation of tuna allowed by ICATT so we don't get into a situation of use or loose. I know a few charter guys who are against this because they think all of the harpooners will now become charter fishermen and they are afraid of competition. Remember they can only harvest fish greater than 73" so step up and send an e-mail or a letter and support this proposal. Thanks, Dave

Due to the large file size of the proposed rule to authorize green-stick and harpoon gears in Atlantic tuna fisheries and require a sea turtle control device in pelagic and bottom longline fisheries it was not included in the original notice provided yesterday. The proposed rule, draft environmental assessment, and listserve notice can be found on the HMS Management Division website in the breaking news section at: http://www.nmfs.noaa.gov/sfa/hms/breaking_news.htm Here are the direct links to the documents:
