NOAA Calendar WEEK'S HIGHLIGHTS National - New Acting Assistant Administrator for Fisheries Appointed Dr. James W. Balsiger has been appointed as Acting Assistant Administrator for NOAA's National Marine Fisheries Service, directing federal scientists and regulators responsible for managing commercial and recreational ocean fishing and the protection of marine mammals, sea turtles and their habitat. In NOAA's February 11, 2008, press release retired Navy Vice Admiral Conrad C. Lautenbacher, Jr., Ph.D., Under Secretary of Commerce for Oceans and Atmosphere and NOAA Administrator said that "We are counting on Jim to keep NOAA's Fisheries Service moving in the right direction. Jim has the knowledge and experience necessary to achieve the President's important goals of ending overfishing and promoting aquaculture to meet the Nation's ecological and food source needs." Dr. Balsiger succeeds former director, Bill Hogarth, who retired on December 31, 2007. He has been Regional Administrator for the Fisheries Service's Alaska Region in Juneau since 2000. His new position is located in Silver Spring, MD. NOAA Names Balsiger Acting Director for National Marine Fisheries Service National – NOAA Fisheries Seeks Southeast Fisheries Science Center Director The Department of Commerce, National Oceanic and Atmospheric Administration's National Marine Fisheries Service is advertising to fill the vacant Science and Research Director position in the agency’s Southeast Regional office in Miami, Florida. This is a senior executive position with a salary range of $111,676 to $168,000. The vacancy is now open and closes on February 28, 2008. The Magnuson-Stevens Fishery Conservation and Management Reauthorization Act (MSRA) contains several new provisions for domestic and international fisheries stewardship that will significantly shape the focus of fisheries management in the coming years. The new law (P.L. 109-479) is groundbreaking in several respects: it mandates the use of annual catch limits and accountability measures to end overfishing, it provides for widespread market-based fishery management through limited access programs, and it calls for increased international coordination. The overarching international approach is a call for the United States to work multilaterally through various fora, such as Regional Fishery Management Organizations (RFMOs), in addressing illegal, unregulated, and unreported (IUU) fishing and bycatch of protected living marine resources (PLMRs). For domestic fisheries, ending overfishing, developing new methods and tools for recreational fisheries data collection, and the advance of market-based fisheries management techniques are important components of the Act. NOAA Fisheries is actively working to implement provisions of the MSRA. On January 31, 2008, NOAA Fisheries completed a progress report describing actions that have been taken to date to implement these provisions. Southeast - New Conservation Measures for Red Snapper Announced NOAA Fisheries has issued a final rule to implement joint Amendments in Reef Fish and Shrimp Fisheries Management Plans that seek to improve Red Snapper populations. These Amendments contain a number of measures, including: the reduction of the commercial and recreational quotas for red snapper, reduction of the commercial minimum size limit for red snapper, reductions to the recreational bag limit for red snapper, and prohibition of the retention of red snapper under the bag limit for the captain and crew of a vessel operating as a charter vessel or headboat. Additionally, the rule establishes a red snapper recreational season that is open from June 1 through September 30 each year and requires the use of non-stainless steel circle hooks when using natural baits to fish for Gulf reef fish. The rule also requires the use of venting tools and dehooking devices when participating in the commercial or recreational reef fish fisheries. The rule also provides for implementing seasonal closures of the Gulf shrimp fishery to reduce red snapper bycatch. Finally, this rule establishes a framework procedure to adjust the target effort level and any necessary closures for the Gulf shrimp fishery. The measures contained in this final rule are intended to establish a revised red snapper rebuilding plan and to end overfishing of the red snapper resource in the Gulf of Mexico. Northeast - Comment Period on Shortnose Sturgeon Status Review Extended NOAA has announced an extension to the deadline for providing information to be used during the status review of shortnose sturgeon (Acipenser brevirostrum) under the Endangered Species Act (ESA). The initial deadline was January 29, 2008. This extension is intended to ensure that the option to submit comments electronically is available for an entire 60-day period. Written comments must be received by March 31, 2008. EVENTS AND ANNOUNCEMENTS Rescheduled Pacific Fishery Management Council Trawl Committee Meeting The Pacific Fishery Management Council's Trawl Rationalization Tracking and Monitoring Committee (TRTMC) is cancelling and rescheduling a previously announced working meeting. The meeting is open to the public. The Council is considering a rationalization program to cover limited entry trawl landings in the West Coast groundfish fishery. The purpose of the TRTMC working meeting is to provide agency guidance and perspectives on design constraints and to scope likely impacts of alternative configurations of tracking and monitoring systems for trawl rationalization. The TRTMC meeting to be held Wednesday, January 23, 2008 was cancelled and is rescheduled as a telephone conference on Wednesday, February 13, 2008, from 10 a.m. until business for the day is completed. The Gulf of Mexico Fishery Management Council is preparing an amendment to require that persons obtain a permit from NMFS in order to participate in aquaculture by constructing an aquaculture facility in the exclusive economic zone (EEZ) of the Gulf of Mexico. Each application for a permit must comply with many permit conditions related to record keeping and operation of the facility. These permit conditions will assure the facility has a minimal affect on the environment and on other fishery resources. South Atlantic Ecosystem Tools and Model Development Workshop February 21-22, 2008 The South Atlantic Fishery Management Council, in partnership with Duke University, Nicholas School of the Environment, and Earth Sciences and the University of North Carolina at Chapel Hill, is conducting a South Atlantic Ecosystem Tools and Model Development Workshop in Beaufort, NC.
